The rules are brutal. You can stack draw cards, meaning if someone plays a +4, you can play a +4 to make the next person draw 8! The 7 and 0 rules apply: playing a 7 lets you swap hands with another player, and playing a 0 makes everyone pass their hand to the next player. The game ends when one player gets rid of all their cards, or everyone else is eliminated by the Mercy Rule (25+ cards).
Winning classic UNO usually requires a bit of luck and holding onto your Draw 4s. However, UNO No Mercy completely changes the strategy. Because of the 25-card elimination rule (The Mercy Rule), you have to completely rethink how you play.

In No Mercy, stacking penalty cards is an official rule. If someone plays a Draw 2 on you, you can play a Draw 2, Draw 4, Draw 6, or Draw 10 on top of it to pass the penalty.
Strategy: NEVER play your heavy penalty cards (like Wild Draw 6 or 10) offensively unless you know the next player has no cards. Hold them in your hand for defense! When a massive stack of drawing penalties comes your way, use your big cards to deflect the hit to the next person.
Playing a 7 forces you to swap hands with another player. Playing a 0 forces everyone to pass their hand to the next player.
The Wild Color Roulette card forces a player to draw until they hit a specific color. This can result in drawing 1 or 15 cards.
If you have a Color Roulette, count the cards that have already been played. If you haven't seen a green card played in a long time, the deck is probably full of them, meaning it's a weak play. But if a ton of red cards are in the discard pile, call "Red"! The victim will draw forever before they find one.
Sometimes, it's better to draw one card intentionally than to play your only defensive Wild Draw 10. You must draw until you can play a card, but playing conservatively in the early game ensures you have the firepower to survive the late game.
By playing defensively, hoarding your penalty cards for stacking, and using 7s to steal small hands, you will be the last player standing.
